NIATx for Large Systems - The System-Level Toolkit

The NIATx System-Level toolkit shares lessons that have emerged from the Strengthening Treatment Access and Retention-State Implementation (STAR-SI) program and other NIATx initiatives. STAR-SI is a partnership between the Center for Substance Abuse Treatment and the Robert Wood Johnson Foundation. Payer-provider partnerships in nine states—Florida, Illinois, Iowa, Maine, New York, Ohio, Oklahoma, South Carolina and Wisconsin—served as the foundation for this toolkit.

The Strengthening Treatment Access and Retention-State Implementation (STAR-SI) program is an infrastructure cooperative agreement program that promotes state-level implementation of process improvement methods to improve access to and retention in outpatient treatment. STAR-SI builds on the innovative work of NIATx, a joint initiative of SAMHSA’s CSAT and The Robert Wood Johnson Foundation.

The purpose of STAR-SI is to increase the efficiency and productivity of state single state authorities of substance abuse treatment services through the use of NIATx process improvement (PI) technologies. Throughout STAR-SI, the nine states demonstrated success in achieving the STAR-SI goals, which include Increasing client access and retention in outpatient treatment, utilizing state administrative data for performance improvement, and building payer-provider partnerships that promote a culture of performance improvement.

The toolkit outlines the key components for creating a learning collaborative, and implementing process improvement at the system level. Additionally, the toolkit guides the implementation of the NIATx State Diffusion Model and allows users to assess where they are at, what is lacking, and where to begin.
