This toolkit offers a method, tools, and motivation for implementing a payer/provider Change Project across an entire state or another system. This toolkit is designed to help meet the need for providing cost effective substance abuse treatment services and outlines changes that a government agency or other purchaser of treatment services can make to improve access to and retention in treatment.
The NIATx State Toolkit identifies the state substance abuse directors as its primary audience. However the strategies recommended here can also be implemented by government programs, employers, and other group purchasers of health care in the addiction treatment and mental health fields.
Anyone who provides training and technical assistance to provider agencies can use the training tools to develop and support provider learning collaboratives.
Data is collected in different ways in different systems, and many payers are able to review their data management tools and use the ideas in the performance management section of the toolkit.
