Designing the System
In designing and implementing a pay-for-performance system, the state or other payer should consider the responses your assessment [link to assessment?] and also incorporate the following components into the design process:

Provider buy-in is essential to developing a pay-for-performance system. Providers represent a customer group, and a state or other payer must engage providers in setting targets, developing feedback reports, and determining the frequency of incentive payments.
